General Questions

What is a Broadcast Station Surcharge?

  • The Broadcast TV Surcharge is a pass through reflecting charges assessed to CAS Cable by the owners of local broadcast, or local "network-affiliated," TV stations. While broadcast stations distribute their signals over the air granted to them by the federal government, they charge CAS significant amounts to carry their TV signals. These signals were historically made available to CAS at no cost, or at a nominal cost. However, the prices now demanded by broadcast stations have necessitated that we pass these costs on to customers.

What is a Sports Programming Surcharge?

Sports programming has become one of the biggest drivers of programming cost increases for cable and satellite providers, and now represents a large portion of CAS Cable’s programming costs. Despite our best efforts to control these sports programming fees, CAS Cable, like other cable and satellite companies, can no longer continue to absorb these increased costs. This surcharge covers a small portion of our costs to carry increasingly expensive sports programming that is carried by networks in every level of our channel lineup, including dedicated sports channels such as ESPN, NBC Sports, and FOX Sports 1, as well as general entertainment networks such as TNT, TBS, USA Network, and your Regional Sports Networks.

What is a Franchise Fee?

The Cable Act of 1984 allows local governments to collect "franchise fees" on the sale of "cable services." The amount of the franchise fee is set by the local government or by state law. CAS Cable collects the franchise fees and gives them to the local government.

Why am I being charged for data?

CAS Cable charges a flat rate of $10 per 100 GB in excess. The continued migration of Netflix usage from mailed DVD to Internet streaming/download, as well as other data intensive uses of the Internet, are impacting all providers of high-speed Internet service. While we certainly acknowledge and appreciate that content rich services like Netflix make our high-speed offering more valuable to the end user, the volume of data associated with this content drives significant incremental investment in the network and the need to purchase more bandwidth in order to maintain the user experience and this must be funded. CAS Cable is not funded in any way by Netflix or other content providers. CAS made the decision to implement tiered usage allowances and overage charges based on the principal that not all customers use the same amount of internet usage and should be charged according to their usage patterns. As we see often in the press today there is a growing acceptance that usage based high-speed Internet pricing is required due to the impact of services like Netflix and is ultimately the fairest approach to pricing.

Internet Questions

What is a data allowance?

Monthly Internet data usage is the amount of data (things like images, movies, photos, videos, and other files) that you send, receive, download and/or upload each month. Most of our available service plans come with a generous monthly usage allowance—and the majority of customers stay well within those parameters. The only reason anyone would see an extra usage charge on their monthly statement is if they exceeded the monthly allowance included in their plan.
